<p>कोटा. विज्ञान नगर गुरुद्वारा साहब में रविवार को गुरुग्रन्थ साहब का गुरु गद्दी पर्व हर्षोल्लास से मनाया गया। दीवान सजाया व हजूरी रागी, ढाढ़ी जत्थे ने शबद-कीर्तन कर संगत को निहाल किया। सुबह से दोपहर तक भक्ति की बयार चलती रही। श्रद्धालुओं ने गुरुग्रन्थ साहब के समुख मत्था टेका व कीर्तन का आनंद लिया। मंजी साहब अमृतसर के ज्ञानी मेहताब सिंह ने गुरुग्रन्थ साहब की महिमा का बखान किया और कहा कि गुरुग्रन्थ साहब के बताए मार्ग पर चलो। इसमें ही कल्याण संभव है। दरबार साहब अमृतसर के जगतार सिंह, गुरुद्वारा अगमगढ़ साहब के हजूरी रागी परमिंदर सिंह व गुरुद्वारा साहब विज्ञान नगर के हजूरी रागी मनजीत सिंह ने शबद-कीर्तन कर संगत को निहाल किया। उन्होंने बाणी गुरु, गुरु है बाणी, विच बाणी अमृत सारे, गुरबाणी कहे सेवक जन माने परतखि गुरु निस्तारे..। साचे , साहब क्या नहीं करते, नाम जिनके मन बसेहा&#8230;सरीखे कई शबद सुनाकर भक्ति रस बरसाया। श्रद्धालु मंत्रमुग्ध होकर कीर्तन का आंनद लेते रहे। इस दौरान वाहे गुरुजी का खालसा, वाहे गुरुजी की फतेह भी गूंजता रहा।</p>
<p>कार्यक्रम में गुरुद्वारा अगमगढ़ साहब के जत्थेदार बाबा लक्खा सिंह का सान्निध्य भी श्रद्धालुओं का मिला। अतिथि के रूप में लोकसभा अध्यक्ष ओम बिरला, ऊर्जा मंत्री हीरालाल नागर, विधायक संदीप शर्मा समेत अन्य लोग शामिल हुए। कोटा सेन्ट्रल गुरु सिंह सभा के अध्यक्ष तरुमीत सिंह बेदी, सचिव हरमीत सिंह, गुरुद्वारा कमेटी के प्रधान जनरैल सिंह, सचिव नरेन्दर सिंह, संदीप सिंह समेत अन्य पदाधिकारियों ने अतिथियों को सिरोपा भेंट किया। कार्यक्रम में शहर के विभिन्न क्षेत्रों से लोग आए।</p>

<p>नागौर जिले के खजवाना  कस्बे के बू नरावता मार्ग पर फार्म पौण्ड में डूबने से एक किसान की मौत हो गई।<br />
पुलिस के अनुसार मृतक के पुत्र महेन्द्र ने कुचेरा थाने में रिपोर्ट देकर बताया कि उसके पिता रामनारायण चौटिया (51) सोमवार को सुबह खेत में कृषि कार्य कर रहे थे। </p>

<p>राष्ट्रीय उन्नत अध्ययन संस्थान (एनआइएएस) ने अपने एक अध्ययन में बेंगलूरु शहरी जिले (बीयूडी) के भीतर ऐसे 80 हॉटस्पॉट की पहचान है, जहां सबसे घातक और प्रमुख प्रदूषक पीएम 2.5 का प्रदूषण उत्सर्जन महत्वपूर्ण सीमा से अधिक है। यह अध्ययन पूरे बीयूडी में 2,196 वर्ग किलोमीटर में किया गया और देश में पहली बार उत्सर्जन विज्ञान के क्षेत्र में आर्टिफिशियल इंटेलिजेंस आधारित मशीन लर्निंग (एआइएमएल) के साथ संयुक्त ड्रोन आधारित वीडियो और फोटो इमेजिंग तकनीक का उपयोग किया गया। एनआइएएस में चेयर प्रोफेसर आशुतोष मुखर्जी ने बताया कि 300 ड्रोन उड़ानें भरी गईं और वर्ष 2023-24 के लिए कण उत्सर्जन का स्थानिक भौगोलिक वितरण पहली बार 200 मिमी के अति सूक्ष्म रिजॉल्यूशन के साथ पूरा किया गया। अध्ययन के अनुसार इन 80 हॉटस्पॉट के प्रमुख स्रोत में औद्योगिक क्षेत्र, यातायात जंक्शन, निर्माण स्थल और ठोस अपशिष्ट प्रबंधन सुविधाएं शामिल हैं। शीर्ष दस हॉटस्पॉट बागानीपुर, म्यूनिसिपल सॉलिड वेस्ट (एमएसडब्ल्यू) प्रोसेसिंग प्लांट, सैंकी रोड, केसीडीसी, मेकरी सर्कल, बोम्मसंद्रा, मावलीपुर, जिगनी, शांतिनगर और वीरसंद्र थे। 10 हॉटस्पॉट में से छह परिवहन, एक औद्योगिक और तीन एमएसडब्ल्यू प्रोसेसिंग प्लांट हैं।</p>

<p>On the way, Congress leader Rahul Gandhi performed the puja of Lord Hanuman at the Churva temple. Later, he met party workers in Harchandpur and listened to their problems. <p><strong>Supreme Court</strong>: The Supreme Court has quashed the Allahabad High Court&#8217;s decision that declared the Madrasa Act unconstitutional. This decision has brought relief to lakhs of students and teachers in Uttar Pradesh&#8217;s madrasas, as it had raised questions about the recognition and operation of madrasas. The Allahabad High Court had declared the Madrasa Act unconstitutional, citing it as a violation of Article 14 (Right to Equality) of the Constitution. However, with this decision, the Supreme Court has now allowed the madrasas to operate as usual.</p>

<p>The Supreme Court&#8217;s decision has brought relief to around 16,513 recognized madrasas in Uttar Pradesh. These madrasas can now operate as usual, and their recognition will not be threatened. There are around 23,500 madrasas in Uttar Pradesh, of which 16,513 are registered and recognized. Of these, 560 madrasas receive financial assistance (aided) from the government. Moreover, around 8,000 madrasas are unaided and operate without any government recognition.</p>

<p>The Punjab and Haryana High Court has sought a response from O P Jindal Global University on a petition filed by an LLM student, challenging the university&#8217;s decision to declare his answers as &#8216;AI-generated&#8217; and failing him in the exam.</p>



<p>The university had failed student Kaushtubh Sakkarwar, citing that he had provided 88% AI-generated answers. Justice Jasgurpreet Singh Puri has fixed November 14 as the next date of hearing and issued a notice to the university.</p>

<p>The petitioner claimed that he had appeared for an exam on &#8216;Law and Justice in a Globalizing World&#8217; on May 18. The paper-checking committee found that 88% of the answers in his answer sheet were AI-generated and failed him on June 25.</p>

<p>After the examination controller upheld the decision, Sakkarwar approached the High Court. Sakkarwar claimed that he did not use AI-generated answers, but the university did not listen to him. The university also failed to explain under which rule the use of AI-generated answers was prohibited and how it violated the Copyright Act.</p>

<p>The Supreme Court has given a historic decision today, saying that not all privately owned properties can be considered community resources, which the state can take over for public welfare. The nine-judge constitutional bench led by Chief Justice DY Chandrachud has given a verdict on this controversial issue with an 8-1 majority.</p>



<p>Three judgments were written. Chief Justice Chandrachud wrote a judgment for himself and six colleagues, Justice BV Nagarathna wrote a concurrent but separate judgment, and Justice Sudhanshu Dhulia dissented.</p>



<p>The bench consisted of Chief Justice DY Chandrachud, Justice Hrishikesh Roy, Justice BV Nagarathna, Justice Sudhanshu Dhulia, Justice JB Pardiwala, Justice Manoj Mishra, Justice Rajesh Bindal, Justice SC Sharma, and Justice AG Masih.</p>



<p>This matter is related to Article 31C of the Constitution, which protects laws made by the state to implement the Directive Principles of State Policy &#8211; the Constitution provides guidelines for the government to follow while making laws and policies.</p>



<p>Article 31C protects laws that include Article 39B, which provides that the state shall strive to minimize the concentration of wealth and means of production and ensure that the ownership and control of the material resources of the community are so distributed as to subserve the common good.</p>



<h2 class="wp-block-heading">No Private Property Can be Considered Public</h2>



<p>The Chief Justice commented, &#8220;Can the physical resources of the community, as referred to in 39B, include private resources? In principle, the answer is yes, but this court disagrees with Justice Ranganath Reddy&#8217;s minority view. We believe that not every resource owned by an individual can be considered a community resource simply because it meets the physical needs of the community.&#8221;</p>



<p>He said, &#8220;The test for determining whether a resource falls under 39B should be fact-specific and depend on factors such as the nature, characteristics, and impact of the resource on the community, the scarcity of the resource, and the consequences of its concentration in private hands. The public trust doctrine developed by this court can also help identify resources that fall within the ambit of community resources.&#8221;</p>



<h2 class="wp-block-heading">Reversal of 46-Year-Old Decision</h2>



<p>In 1977, a seven-judge bench had given a verdict with a 4:3 majority that not all privately owned properties can be considered community resources. However, the minority view held that public and private resources both fall under Article 39B. In her separate judgment, Justice Nagarathna disagreed with the Chief Justice&#8217;s comments on Justice Ayyar&#8217;s minority view.</p>
