
<p>Jammu and Kashmir has got a new government today. National Conference leader Omar Abdullah took oath as the Chief Minister in the presence of Lieutenant Governor Manoj Sinha. Omar Abdullah, along with Surinder Chaudhary, also took oath as the Deputy Chief Minister. Apart from this, Sakina Itoo and Javed Rana also took oath as ministers. The oath-taking ceremony was attended by Congress National President Mallikarjun Kharge, Congress leader Rahul Gandhi, KC Venugopal, Supriya Sule, Samajwadi Party chief Akhilesh Yadav, and many other leaders of the India Alliance.</p>



<h2 class="wp-block-heading">Elections Held After 10 Years</h2>



<p>Notably, assembly elections were held in the Union Territory after 10 years. The Congress party has decided to support Omar Abdullah&#8217;s government from outside. Congress will not be a part of the new government.</p>



<h2 class="wp-block-heading">Congress Not Joining the Ministry</h2>



<p>Jammu and Kashmir Pradesh Congress Committee chief Tariq Hameed Karra said that Congress is not joining the ministry for now. Congress has been demanding the restoration of Jammu and Kashmir&#8217;s statehood from the Centre, which the Prime Minister has also promised in public meetings. However, Jammu and Kashmir&#8217;s statehood has not been restored yet. We are unhappy, and therefore, we are not joining the ministry for now.</p>



<h2 class="wp-block-heading">National Conference Wins 42 Seats</h2>



<p>In the assembly elections held in Jammu and Kashmir after almost 10 years, the Congress and National Conference alliance won the election. In the 90-seat assembly, the National Conference won 42 seats and the Congress party won 6 seats.</p>

<p>External Affairs Minister S Jaishankar has called for introspection if friendship between the two nations has fallen short or good neighbourliness is missing.</p>



<p>In his address at the 23rd Meeting of the SCO Council of Heads of Government in Islamabad, Jaishankar said, &#8220;If we fast-forward from the inception of the Charter to the situation today, these goals and these tasks are even more crucial. It is, therefore, essential that we have an honest conversation.&#8221;</p>



<p><br>&#8220;If trust is lacking or cooperation inadequate if friendship has fallen short and good neighbourliness is missing somewhere, there are surely reasons to introspect and causes to address. Equally, it is only when we reaffirm our commitment most sincerely to the Charter that we can fully realize the benefits of cooperation and integration that it envisages,&#8221; he added.</p>



<p><br>He termed cross-border terrorism, extremism and separatism as the &#8220;three evils&#8221; that hinder trade and people-to-people relations between countries.</p>



<p><br>He took a veiled jibe at Pakistan to state that if activities across borders are characterised by terrorism, extremism and separatism, they are &#8220;hardly likely to encourage trade, energy flows, connectivity and people-to-people exchanges in parallel.&#8221;</p>



<p><br>&#8220;We all realize that the world is moving towards multi-polarity. Globalization and rebalancing are realities that cannot be denied. Cumulatively, they have created many new opportunities in terms of trade, investment, connectivity, energy flows and other forms of collaboration. There is no question that our region would benefit immensely if we take this forward. Not just that, others too would draw their own inspiration and lessons from such efforts,&#8221; he said in his address.</p>



<p><br>&#8220;However, to do that, cooperation must be based on mutual respect and sovereign equality. It should recognize territorial integrity and sovereignty. It must be built on genuine partnerships, not unilateral agendas. It cannot progress if we cherry-pick global practices, especially of trade and transit,&#8221; the External Affairs Minister said.</p>



<p><br>Calling for firm commitment to the SCO Charter, Jaishankar said, &#8220;But most of all, our endeavours will progress only when our commitment to the Charter remains firm. It is axiomatic that development and growth require peace and stability. And as the Charter spelt out, this means being firm and uncompromising in countering the &#8216;three evils&#8217;. If activities across borders are characterized by terrorism, extremism and separatism, they are hardly likely to encourage trade, energy flows, connectivity and people-to-people exchanges in parallel.&#8221;</p>

<p>The Congress is getting restless regarding the assembly by-elections. Based on field surveys, party leaders are staking claims for ticket distribution, but nepotism is prevalent in three out of four seats under the Congress&#8217;s quota. This is being discussed from the region to the party headquarters. Out of the seven vacant seats, four are from the Congress, one from the BJP, one from the RLP, and one from the BSP.</p>



<p>The Congress has Dausa, Jhunjhunu, Deoli-Uniyara, and Ramgarh seats. Except for Deoli-Uniyara, the names of family members of leaders are being considered for the other three seats. In Deoli-Uniyara, the claims of Meena and Gurjar leaders are strong. The Khinvsar seat belongs to the RLP, and the Chaurasi seat belongs to the BSP. There is talk of an alliance between the Congress and these parties, but no leader has officially clarified the situation. Meanwhile, Congress is also preparing for these seats.</p>



<h2 class="wp-block-heading">Alliance is not clear</h2>



<p>The situation regarding the alliance between the Congress and the RLP on the Khinvsar assembly seat and with the BSP on the Chaurasi seat is not clear. <p>Panic broke out among Air India Express flight passengers when they found out that their flight AXB684 had received a bomb threat. The situation became even more chaotic when two fighter jets surrounded the aircraft. A social media post had earlier claimed that Air India&#8217;s seven planes had bombs on board, prompting security agencies to take immediate action and inform countries where these planes were headed.</p>



<h2 class="wp-block-heading">7 Planes Received Bomb Threats</h2>



<p>Air India Express flight AXB684 took off from Madurai around 1:54 pm and was scheduled to land in Singapore at 8:50 pm. However, after receiving the bomb threat, the Singapore Air Force (RSAF) dispatched two F-15SG fighter jets on Tuesday night. Singapore&#8217;s Defense Minister Ng Eng Hen said that the airline had received an email stating that there was a bomb on board the flight bound for Singapore. The minister said that two RSAF F-15SG jets were sent to escort the plane and move it away from populated areas, ensuring a safe landing at Changi Airport.</p>



<h2 class="wp-block-heading">Singapore&#8217;s Fighter Jets Provided Security</h2>



<p>The two fighter jets provided security to Air India Express flight AXB684 by surrounding it and creating a protective shield. Although the passengers were terrified when they learned about the situation, Singapore&#8217;s Defense Minister Ng Eng Hen said on social media platform X, &#8220;Our ground-based air defense (GBAD) system and explosive ordinance disposal (EOD) were also activated. After landing, the plane was handed over to airport police, and an investigation is ongoing.&#8221;</p>



<h2 class="wp-block-heading">No Bomb-Like Material Found</h2>



<p>The Singapore Police Force (SPF) told an international media outlet that they received an alert about the bomb threat around 8:25 pm (local time). The SPF said that after conducting a thorough security check, they found no hazardous material.</p>

<p>The Karnataka High Court has quashed a criminal case filed against two individuals for allegedly shouting &#8216;Jai Shri Ram&#8217; slogans inside a mosque. The court stated that it is unclear how the slogan could hurt religious sentiments. The single-judge bench headed by Justice M. Nagaprasanna, while disposing of the appeal petition, said that it is not understandable how the slogan &#8216;Jai Shri Ram&#8217; could hurt the religious sentiments of any community.</p>



<p>The accused were booked under IPC sections 295A (hurting religious sentiments), 447 (criminal trespass), 505 (public mischief), 506 (criminal intimidation), 34 (common intention), and other relevant sections.</p>

<p>The bench observed that the complainant had himself stated that Hindus and Muslims lived in harmony in the area. The bench ruled that allowing the proceedings to continue against the accused would be an abuse of the process of law. The bench cited a Supreme Court order, stating that no act would be considered an offense under IPC section 295A.</p>



<h2 class="wp-block-heading">What was the Case?</h2>



<p>The police had alleged that the accused had entered the mosque on September 24, 2023, around 10:50 pm, and shouted &#8216;Jai Shri Ram&#8217; slogans. They were also accused of threatening others. When the complaint was filed, the accused were shown as unknown persons, and later, they were taken into custody. However, the accused challenged the charges against them and filed an appeal in the Karnataka High Court, which quashed the case against them.</p>

<p>The Bihar Public Service Commission has some important news for those who are going to take the 70th joint competitive examination. The Commission has increased the number of vacant posts to 2027. Earlier, the department had recruited for 1957 posts. Now, online applications will be accepted until November 4 for 2027 posts of Level 9 and 7 in 27 departments.</p>

<p>It should be noted that according to the BPSC 70th notification, a total of 1957 posts were to be filled earlier. Now, the number of posts has been increased to 2027. These recruitments will be done for the posts of Sub-Divisional Officer/Senior Sub-Collector, Police Sub-Inspector, District Commandant, Superintendent, Deputy Registrar, Deputy Election Officer, Assistant Director, District Minority Welfare Officer, Sugarcane Officer, Employment Officer, Assistant Plan Officer, and Additional District Transport Officer.</p>

<p>Prime Minister Narendra Modi on Wednesday extended wishes to National Conference Vice President Omar Abdullah on taking oath as the first Chief Minister of the Union Territory of Jammu and Kashmir.</p>



<h2 class="wp-block-heading">PM Modi&#8217;s congratulatory message</h2>



<p>In a post on X, PM Modi said that for J-K progress, the Centre will work closely with Omar and his team. &#8220;Congratulations to Omar Abdullah Ji on taking oath as the Chief Minister of Jammu and Kashmir. Wishing him the very best in his efforts to serve the people. The Centre will work closely with him and his team for J-K&#8217;s progress,&#8221; the Prime Minister said.</p>



<h2 class="wp-block-heading">Omar Abdullah&#8217;s historic swearing-in</h2>



<p>Omar Abdullah was sworn in as the first Chief Minister of the Union Territory of Jammu and Kashmir on Wednesday. L-G Manoj Saxena administered the oath of office to Abdullah and his council of ministers at the Sher-i-Kashmir International Convention Centre (SKICC) in Srinagar.</p>



<h2 class="wp-block-heading">Challenges of being CM of a Union Territory</h2>



<p>Before the oath-taking ceremony, Omar said that he looked forward to working in cooperation with the Union government but acknowledged that being the CM of a Union Territory has its challenges. &#8220;I hope that the status of a union territory is a temporary one. We look forward to working in cooperation with the government of India to resolve the people&#8217;s problems,&#8221; he stated.</p>



<h2 class="wp-block-heading">Restoring statehood a priority</h2>



<p>Omar Abdullah expressed his desire to see the restoration of statehood for Jammu and Kashmir. He emphasised that this would be the best way to address the region&#8217;s challenges and aspirations.</p>



<h2 class="wp-block-heading">Cabinet ministers sworn in alongside Omar</h2>



<p>National Conference MLA from Mendhar Javed Ahmed Rana, Javid Ahmad Dar from Rafiabad, Sakina Itoo from DH Pora, and Surinder Kumar Chowdhary were also administered the oath by LG Sinha as ministers in the Cabinet.</p>



<p>This came after the Congress-National Conference secured 48 seats, with the NC winning 42 and the Congress only six seats in the Jammu Kashmir assembly elections.</p>

Birla also said that diversity and inclusivity are the characteristics of the Indian community. He praised the Indian community in Geneva for setting an excellent example of contributing to their country with love, as well as the local economy and cultural heritage. He extended his best wishes to the expatriates on the occasion of Dussehra and Diwali.</p>

<p>In Geneva, there was a rush to meet Birla among the presidents of several parliaments from around the world. During their conversations, they were eager to learn about his working style. Those who met him included the Speaker of the National Assembly of Seychelles, Roger Mancienne, the Speaker of the State Council of Oman, Khalid Al-Mawali, and the Speaker of the National Assembly of Namibia, Peter Katjavivi. Lok Sabha Speaker Birla also met with the President of the IPU, Tuliya Ekseen.</p>

<p>The central government has given a big gift to employees before Diwali. The Union Cabinet approved a 3% increase in dearness allowance on Wednesday. With this 3% increase, the total dearness allowance will now increase from 50% to 53%. This decision was taken in the cabinet meeting held just a few weeks before Diwali. This is a big relief for central government employees and pensioners, who are given dearness allowance as compensation. The dearness allowance is calculated based on the latest consumer price index for industrial workers and is revised twice a year.</p>



<h2 class="wp-block-heading">DA Increased from 50% to 53%</h2>



<p>The Union Cabinet meeting held on Wednesday approved a 3% increase in dearness allowance and dearness relief. After this increase, the DA will now be 53% of the basic salary.</p>



<h2 class="wp-block-heading">Lakhs of Employees to Benefit</h2>



<p>The central government&#8217;s decision will benefit lakhs of government employees. The dearness allowance is calculated based on the All-India Consumer Price Index. The DA is revised every 6 months. Dearness relief is given to retired central government employees. After the increase in DA, the adjustment will be effective from January and July.</p>



<h2 class="wp-block-heading">DA Increase Announcement</h2>



<p>The DA announcement is made in March and September. The January DA increase announcement is made till March, and similarly, the July DA increase announcement is made till Diwali. After the 3% DA increase, it is expected that the basic salary of entry-level government employees will increase by Rs 540 per month.</p>



<h2 class="wp-block-heading">Revised DA be Effective?</h2>



<p>The revised DA will be effective from July 1, 2024. This will ensure that employees and pensioners get the benefit of increased allowance during the festive season. This decision has come as a financial relief amidst rising inflation and increasing cost of living.</p>



<p>Additionally, Chhattisgarh Chief Minister Vishnu Dev Sai announced on Wednesday that the state government has increased the dearness allowance (DA) by 4% for its employees before Diwali and the festive season. This will now be 50% of the basic salary. This increase will be effective from October 1.</p>

<p>Before the Indian Premier League 2025 mega auction, all franchises were supposed to release their retention lists by October 31, but now the BCCI has given a big update. According to reports, all franchises will have to release their lists between October 15 and November 7. This means November 7 will be the last day to release the list. It is worth noting that this time, each franchise will have the opportunity to retain a maximum of 6 players, including 4 capped and 2 uncapped players. Among the 6 retentions, it is mandatory to have at least one uncapped player.</p>



<p>IPL franchises collectively use the retention and right-to-match (RTM) options to retain 6 players in their team. Additionally, the auction purse has also been increased to 120 crore rupees, which was 100 crore rupees last year. In retention, a maximum of five capped players and a maximum of two uncapped players can be retained. However, if a franchise retains 6 players, they will exhaust 75 crore rupees before the auction and will only have 45 crore rupees left for the mega auction. It&#8217;s unlikely that any franchise will spend 75 crore rupees before the auction.</p>

<p>Taiwan President Lai Ching-te reassured the public of the government&#8217;s dedication to defending Taiwan&#8217;s democracy and national security following China&#8217;s large-scale military exercises around the island.</p>



<p>He shared his remarks on Facebook after holding a high-level national security meeting in response to the Chinese People&#8217;s Liberation Army&#8217;s (PLA) announcement of military drills, named &#8220;Joint Sword-2024B,&#8221; in the Taiwan Strait and surrounding areas, which were described as a &#8220;stern warning&#8221; to advocates of Taiwan independence, according to the Taipei Times.</p>



<p>The announcement of these drills came just four days after Lai delivered his first Double Ten National Day speech, in which he stated that the People&#8217;s Republic of China (PRC) has &#8220;no right to represent Taiwan&#8221; and emphasized that the two sides of the Taiwan Strait are &#8220;not subordinate&#8221; to one another.</p>



<p>Lai stated that Beijing launched military exercises to intimidate neighbouring countries and disrupt regional peace and stability, which contradicts the expectations of the international community. He assured people that the government will persist in defending Taiwan&#8217;s free and democratic constitutional system against external pressure.</p>



<p>Additionally, Lai reaffirmed his commitment to preserving peace and stability in the Taiwan Strait, stressing that Taiwan&#8217;s consistent goal is to foster positive exchanges between both sides based on mutual respect and dignity.</p>



<p>In his National Day address, Lai stated that Taiwan is open to cooperating with China on shared interests, such as pandemic prevention, to achieve peace and prosperity for both sides of the Strait. He also expressed hope that Beijing would use its influence positively on the global stage and contribute further to regional and global peace, security, and prosperity.</p>



<p>During the military exercises around Taiwan and its outlying islands, China deployed a record 125 aircraft, including its aircraft carrier Liaoning and various ships.</p>
