<p>Priyank Kanoongo, Chairman of the National Commission for Protection of Child Rights (NCPCR), has written a letter to the Chief Secretaries and Administrators of all states and union territories regarding the rights of children studying in madrasas across the country. In this letter, measures have been suggested to remove the conflict between the constitutional rights of madrasa students and their rights as children. Priyank Kanoongo has stated that NCPCR is a statutory body established under the Child Rights Protection Act 2005, with the main objective of protecting children&#8217;s rights in the country and monitoring related issues.</p>



<h2 class="wp-block-heading">RTE Act 2009 Violations</h2>



<p>The Commission has also been empowered to monitor the proper and effective implementation of the 2015 Juvenile Justice (Care and Protection) Act and the 2009 Right to Free and Compulsory Education (RTE) Act. The letter states that the &#8220;RTE Act, 2009&#8221; aims to achieve values such as equality, social justice, and democracy, but due to madrasas, a conflict has arisen between the fundamental rights of children and the rights of minority communities. Religious institutions have been exempted from the RTE Act, resulting in children studying only in religious institutions being left out of the formal education system.</p>



<h2 class="wp-block-heading">NCPCR Report</h2>



<p>NCPCR has prepared a report titled &#8216;Guardians of Faith or Oppressors of Rights: Constitutional Rights of Children versus Madrasas&#8217;. The report has 11 chapters, covering various aspects related to the history of madrasas and the violation of children&#8217;s education rights. The letter also states that merely forming a board or obtaining a UDISE code does not mean that madrasas are complying with the RTE Act. Therefore, it has been recommended that all states stop financial assistance to madrasas and shut them down. It has also been suggested that madrasa boards can be closed as they are not following the rules.</p>



<h2 class="wp-block-heading">NCPCR Suggestions</h2>



<p>Furthermore, it has been suggested that all non-Muslim children be removed from madrasas and enrolled in schools, while Muslim children, whether recognized or not, be enrolled in formal schools. The letter states that NCPCR&#8217;s report aims to provide children with a safe, healthy, and productive environment to grow. Its objective is to ensure that all children contribute effectively to the nation-building process. A copy of the report has been attached for the Chief Secretaries to take necessary action.</p>

<p>A recent study has revealed that India has the highest number of mouth cancer cases in South Asia. This study was conducted by the International Agency for Research on Cancer (IARC) and its findings have been published in the &#8216;The Lancet Oncology&#8217; journal.</p>



<h2 class="wp-block-heading">Smokeless Tobacco and Supari</h2>



<p>According to the study, in 2022, out of a total of 1,20,200 oral cancer cases worldwide, 83,400 cases were reported in India alone, with the main cause being smokeless tobacco products such as pan masala, gutka, khaini, and supari.</p>



<h2 class="wp-block-heading">Mouth Cancer Crisis in India</h2>



<p>In women, the highest number of mouth cancer cases were found to be caused by supari (30%) and tobacco-containing pan masala (28%). On the other hand, in men, the main contributors were khaini (47%) and gutka (43%) like products.</p>



<h2 class="wp-block-heading">Growing Health Burden</h2>



<p>Dr. Harriet Rumgay, a scientist at the IARC&#8217;s Cancer Surveillance Department, stated that smokeless tobacco and supari are linked to many diseases, particularly oral cancer. She added that over 1,20,000 people are suffering from oral cancer that can be caused by consuming smokeless tobacco or supari.</p>



<h2 class="wp-block-heading">Need for Prevention</h2>



<p>The study also highlighted that if smokeless tobacco and supari consumption are stopped, almost 31% of oral cancer cases can be prevented.</p>



<h2 class="wp-block-heading">Regional Data and Situation</h2>



<p>After India, Bangladesh (9,700), Pakistan (8,900), and China (3,200) have the highest number of mouth cancer cases.</p>



<h2 class="wp-block-heading">Policy Suggestions</h2>



<p>Dr. Isabel dos Santos Oliveira said that while there has been an improvement in controlling smoking, progress has been slow in reducing the consumption of smokeless tobacco. Therefore, it is essential to prioritize controlling smokeless tobacco.</p>



<p>This study reminds us that solid measures are needed to control the consumption of smokeless tobacco and supari. By increasing awareness and improving policies, we can reduce this health crisis.</p>

<p>During the study, researchers asked a chatbot (Bing Copilot) questions about the top 50 drugs prescribed in the US. They then analyzed the answers provided by the chatbot. The results were alarming &#8211; only half of the answers were completely correct, while 26% of the answers did not match the reference data and 3% were completely inconsistent.</p>

<p>The study highlighted that 42% of the answers had a slight or moderate risk of harm, while 22% of the cases had a high risk of harm. Researchers said that AI chatbots are often unable to understand the underlying purpose behind a patient&#8217;s question.</p>



<p>Based on this study, researchers advise patients to consult their doctors or health professionals to get information about their drugs or health. AI chatbots may be technologically advanced, but their information is not always accurate, which can harm health.</p>
